Because, if they do not have this ability to interact how will they manipulate the belief of humans and how will they commune to them (of course not literally)?

Ghosts can definitely be summed up as a being who is walking the astronomical plane. Ghost can be a fantasy character or a factual wicked paranormal entity; whatever your belief sketches for you.
